According to a criminal complaint from the Steubenville Police Department, Jefferson County 911 was advised to be on the lookout for a stolen red Chevy Tracker out of Brooke County.

The criminal complaint states that Steubenville police located the stolen vehicle within city limits and attempted to make a stop.

According to the complaint, Steubenville officials advised West Virginia authorities of the stolen vehicle entering their jurisdiction.

Steubenville officials state they were observing the vehicle to assist West Virginia authorities in locating the vehicle when Kolman crashed into a Steubenville cruiser.

Officials said when Kolman attempted to drive from the scene, he struck another cruiser before being taken into custody by the Brooke County Sheriff’s Office.

Kolman is being charged with fleeing and possession of a stolen vehicle.

The Brooke County Sheriff’s Office said one other person from the vehicle ran off and they are still looking for this woman. A name and description of the woman was not released at this time.

Deputies also say another woman, a 3rd person in the vehicle was not arrested and was released from the scene.
