HOLYOKE, Mass. (WWLP) – After months of development, a plan to transition out of receivership went before the Holyoke School Committee Monday night.

The transition plan has been approved by the Holyoke School Committee bringing the school system even closer to exiting the state’s almost decade-long receivership, with just months to develop that pathway out.

“We hit the ground running—you know, to get this plan in place!” said one committee member. But the work has only just begun. The extensive plan focuses on building up the school committee to eventually take on more responsibilities once local control has returned.

Holyoke Mayor Joshua Garcia says, “We want to make sure that we are fully capable and ready that when that transition starts we can be as fluid as possible.” The process will take place over the 2024-2025 school year. During that time, the committee will develop a process to hire a superintendent, support the Receiver in setting goals, learn how to manage the school budget effectively, and create rules to guide the decisions of the committee.

“Put effort into this plan, for a brighter city of Holyoke and for local control,” says one committee member. In addition to that, each of these key areas will have specific tasks and deadlines, and committee members will receive training to learn new skills.

They will also be reporting back to the state’s Department of Education every two months.
