PITTSFIELD, Mass. (WWLP) – The Berkshire District Attorney’s Office and the Pittsfield Police Department have concluded an investigation into allegations of criminal activity involving Matthew Rutledge, a former employee of Miss Hall’s School, and former students of the institution.

The investigation, which began in the spring of 2024, determined that no criminal conduct occurred under Massachusetts law.

Berkshire District Attorney Timothy Shugrue confirmed the outcome, citing the state’s legal age of consent. “Massachusetts law defines the age of consent as 16. While the alleged behavior is profoundly troubling, it is not illegal,” Shugrue said in a statement. The DA’s office emphasized that no further details of the investigation would be released to protect the privacy of the women who came forward.

The inquiry was initiated following reports of inappropriate conduct involving Rutledge and former students of the private boarding school. Despite the concerns raised, the investigation determined that Rutledge’s actions did not violate any criminal statutes under state law.

District Attorney Shugrue acknowledged the sensitivity and complexity of cases involving allegations of child abuse, saying, “Investigations into allegations of child abuse are inherently complex and require scrutiny. Fully investigating these alleged crimes takes a great deal of time. Our office and partner law enforcement agencies will not rush investigations for the sake of reaching an expeditious conclusion.”

Shugrue also highlighted his commitment to child abuse prevention and prosecution, referencing his role in establishing the Berkshire Children’s Advocacy Center, known as The Kids’ Place, which coordinates investigations into child sexual abuse. “This independent entity is specifically designed to handle these cases with the care and expertise they demand,” he added.

In addition to the investigation into Rutledge, the District Attorney’s Office and Pittsfield Police also investigated separate allegations against two former employees of Miss Hall’s School. Those claims were found to be unfounded.

Shugrue expressed his support for Bill Number 1036, “An Act Relative to Sexual Assault by Adults in Positions of Authority or Trust,” which aims to address gaps in existing legislation regarding the abuse of power in relationships involving minors.
