    CHEYENNE — Democratic lawmakers appeared frustrated after a motion to draft a bill that would fund high-quality early childhood education in Wyoming through an endowment failed to pass a legislative committee Wednesday morning.

    Members of the Wyoming Legislature’s Joint Education Committee heard a presentation during the first day of their two-day meeting in Casper that demonstrated why high-quality early childhood education is critical to social and economic success.
