    California woman is a ‘white supremacist’ terrorist leader, DOJ alleges

    FRESNO, Calif. ( KSEE/KGPE ) – A woman from northern California allegedly played a key role in a series of international hate crimes as one of two leaders of a transnational terrorist group, according to the federal Department of Justice.

    Officials say a federal grand jury in California charged two leaders of a transnational terrorist group with 15 criminal counts. The arrests of 34-year-old Dallas Humber of Elk Grove and 37-year-old Matthew Allison of Boise, Idaho, were announced on Monday. The federal Department of Justice is charging them with a series of crimes including:

    • Soliciting hate crimes
    • Soliciting the murder of federal officials
    • Conspiring to provide material support to terrorists.
    • Distributing bomb-making instructions

    According to the indictment, the defendants solicited others to engage in hate crimes and terrorist attacks against black, immigrant, LGBT and Jewish people.

    The defendants allegedly also solicited attacks on government infrastructure, politicians, and government officials – as well as leaders of private companies and non-governmental organizations.

    “The defendants’ goal: ignite a race war, accelerate the collapse of what they viewed as an irreparably corrupt government and bring about a white ethno-state,” Assistant Attorney General Kristen Clarke said.

    According to Clarke, the defendants used the online platform Telegram to promote their ideas as well as identify targets for attacks, urge followers to kill targets and explain how to kill the targets.

    Clarke says the defendants went as far as to celebrate those who committed past terrorist acts through a “saint culture,” to idolize mass shooters and inspire attacks. The indictment quotes one of the messages posted on Telegram in response to the death of three Kurdish immigrants in France “if a 69-year-old man living under France’s tyrannical gun control laws can carry out a mass shooting, IMAGINE WHAT YOU COULD DO.”

    “This strategy proved effective,” Clarke said. “A telegram user who live-streamed himself stabbing five people outside a mosque in Turkey stated in his manifesto that he wanted to be recognized as a saint.”

    According to the indictment, the defendants took credit for inspiring and guiding a 19-year-old Slovakian man who sent a violent manifesto to Humber and Allison – before shooting three people, killing two of them, at an LGBT bar in Bratislava. He then killed himself while being pursued by the police.

    Officials cited several more attacks during Monday’s press conference.

    Clarke says there is no place for hate crimes or white supremacy in the United States – and there never has been.

    “In 1790, George Washington stated the aspiration that the new nation should, quote, give to bigotry, no sanction to persecution, no assistance, and quote, that remains a fundamental tenet of our democracy,” Clarke said.

    “Hate crimes fueled by bigotry and white supremacy and amplified by the weaponization of digital messaging platforms are on the rise and have no place in our society.”

    Clarke says the federal government is adapting and evolving its strategy to confront hate, whether they are carried out on the streets or perpetrated by way of online platforms.

    Both Humber and Allison are facing 15 counts in total; if convicted of all charges, Humber and Allison each face a maximum penalty of 220 years in prison.

    According to U.S. Attorney Phillip A. Talbert, Humber will appear in Federal court in Sacramento this afternoon at 2 p.m. pacific time for her initial appearance on these charges.

    Allison will make his initial appearance in federal court in Boise, Idaho, tomorrow at 4:15 p.m. Mountain Time.
