    Parents charged after children found living in deplorable conditions

    Jamestown, NY. ( WJET/WFXP ) — Police have arrested a mother and father after police found two children living in deplorable conditions.

    Fire and rescue initially responded to a report of a child who was bleeding from the mouth. Soon after, around 12:40 a.m. on October 4th, officers from the Jamestown Police Department were called to assist.

    At the home, it was determined that the child had grabbed a used shaving razor out of an uncovered kitchen garbage can and put it in her mouth causing a minor cut.

    Police then began to investigate the living conditions of the home in which two children resided. Officers observed that the kitchen had little food and was said to have an “abundance” of cockroaches. These cockroaches were also seen throughout the entire residence.

    In the children’s sleeping area, there was a single mattress on the floor lacking any sheets or bedding. The mattress was covered in what appeared to be feces and urine. Also in the bedroom officers observed human feces on the floor and stains on the wall.

    The parents, 35-year-old Angel Baez and 29-year-old Keishla Nieves Febus, were taken into custody. A relative took the children out of the home for the evening; CPS was also contacted and informed of the incident.

    Baez and Nieves Febus are both charged with two counts of Endangering the Welfare of a Child and Reckless Endangerment in the 2nd degree. Both are being held in the Jamestown City Jail pending arraignment.

    They didn't say how old the kids were. But still there's no excuse for this. There's agencies that can help, all they have to do is ask.
