    Woman facing murder charge in Yuba City fatal DUI collision

    (FOX40.COM) — An arrest has been made in connection to a fatal vehicle collision that took place in Yuba City in early June, according to the Yuba City Police Department.

    Chloe Nicole Tokuno-Fraley, 39, is now facing charges for murder, gross vehicular manslaughter while intoxicated, driving under the influence of alcohol resulting in injury and felony child endangerment.

    Under California DUI laws, first time offenders are given the “Watson Advisement,” in court, which states that a subsequent DUI offense that causes someone’s death can lead to a murder charge.

    The Yuba City Police Department did not state if this is Tokuno-Fraley second DUI offense.

    Tokuno-Fraley was traveling along El Margarita Raod when she failed to stop at a stop sign.

    After traveling through the stop sign, Tokuno-Fraley made a u-turn over a raised median and began driving the wrong way along the westbound lanes of State Route 20.

    She then collided head-on with and oncoming Ford F-150 that had six passengers inside. All of the Ford’s occupants sustained varying degrees of injuries.

    Five passengers were treated at Adventist Rideout Hospital where the 27-year-old man later died of his injuries.

    Tokuno-Fraley also had a 4-year-old girl in her backseat that was transported to UC Davis Hospital with non-life-threatening injuries.
