Extreme heat has killed up to 1,000 fish at Fremont lake, city says

JUST FRIENDS … Palo Alto already has eight “sister” cities around the world and one “sibling” city in Indiana (Bloomington), but in June the city welcomed a new type of municipal relationship: a “friendship” city. The City Council unanimously approved its first friendship cities agreement on June 17 with Narok, a community of about 45,000 residents in southwest Kenya. Situated next to the Maasai Mara National Reserve, Narok serves as the capital of a county whose name it shares and is home to the Massai, an indigenous community. According to a report from City Manager Ed Shikada, Narok only became a municipality in October 2019 as its population rapidly increased. The friendship was spearheaded by Barb Mackraz, CEO of the local nonprofit Oliveseed Foundation, which helps build libraries, science labs and other educational facilities in the Maasai Mara region. Mackraz also serves on the board of Neighbors Abroad, the nonprofit that administers Palo Alto’s sister, sibling and now friendship programs. The main difference between the nascent “friendship” program and the existing sister and sibling programs is the level of involvement. Siblings last forever, friendships have a three-year limit, with an option to renew. “Palo Alto often receives requests from communities abroad requesting a Sister City or other relationship with Palo Alto and the City acknowledges that the Sister City level of engagement with that number of additional communities abroad would be difficult to manage,” Shikada’s report states. “The City Council created the Friendship City Program to address these requests as a lighter-touch connection with the City of Palo Alto not intended to be an ongoing long-term relationship with new cities which should not require significant commitments by the city or Neighbors Abroad.” Otherwise, friendship cities will enjoy the same types of activities that define existing partnerships. A description of the proposed partnership notes that the Narok program is expected to involve student exchanges and joint conversations about sustainability best practices. According to Neighbors Abroad, Narok is already in the planning stages of student exchanges through Hidden Villa, a nonprofit that runs summer camps and focuses on sustainability.
