Third-year player Jalen Tolbert is listed as a starter alongside veterans Brandin Cooks and CeeDee Lamb , assuming Lamb rejoins the team. Tolbert’s performance in camp has been impressive, outshining other receivers like Tyron Billy-Johnson and Jalen Cropper.
