SACRAMENTO – Governor Gavin Newsom today announced that he has signed the following bills:. AB 2948 by Assemblymember James C. Ramos (D-Highland) – Adoption Assistance Program: tribal court order. AB 3010 by Assemblymember Rebecca Bauer-Kahan (D-Orinda) – Pupil instruction: mindfulness, distress tolerance, interpersonal effectiveness, and emotional regulation.
