LOUISVILLE, Ky. (WDRB) -- A Kentucky racetrack that is owned by Churchill Downs did not allow fans into the facility on the first day of racing. Ellis Park is located in Henderson, Kentucky. As they were preparing to open the doors on Thursday for opening day, they discovered a water issue.
