    Virginia man indicted for child porn charges against Minnesota teenage girl

    A Virginia man has been formally detained on Wednesday in Minnesota for allegedly using social media to contact and pressure a girl into creating sexually explicit content.

    Minnesota U.S. Attorney Andrew M. Luger says that between November 2023 and February 2024, Raymond Jung Woo Choi, 41, of Centreville, used Instagram and other social media apps to engage in sexually-focused conversations with a girl when she was 13 and 14.

    Choi, using the alias "Jason Lee," enticed and pressured the girl to send him sexually explicit images and videos on Instagram. He also groomed her by providing gifts, which he sent via Amazon or mailed directly via the U.S. Postal Service.

    Choi flew from Virginia to Minnesota on February 17 in an attempt to meet the victim in person, but was unsuccessful due to family and police intervention, forcing him to fly back to Virginia.

    Choi was arrested in Fairfax City, Virginia on July 13, making his initial appearance in U.S. District Court in Virginia on July 15.

    He was ordered to be detained and to remain in custody on Wednesday, with further proceedings to take place at a later date in Minnesota.

    He is charged with one count of production of child pornography, one count of receipt of child pornography, and one count of coercion and enticement of a minor.

    This case is the result of an investigation conducted by the Anoka County Sheriff’s Office and U.S. Postal Inspection Service.
