    NYSP charges seven CBP union leaders in alleged scheme including three from NNY

    PLATTSBURGH, N.Y. (WWTI) – New York State Police have arrested seven current and former U.S. Customs and Border Protection Officers involved in an alleged Grand Larceny scheme.

    This includes three people from the Northern New York area.

    The following individuals arrested were executive board members of the National Treasury Employees Union Chapter 138, Champlain, New York:

    • Thomas O’Keefe – Arrested for Grand Larceny 3rd (Felony)
    • Joseph McVey – Grand Larceny 4th (Felony)
    • Jamie Goheens – Grand Larceny 3rd (Felony)
    • Roy Arndt – Grand Larceny 4th (Felony)
    • Michael Lacey – Grand Larceny 4th (Felony)
    • Craig Mothersell – Grand Larceny 3rd (Felony)
    • David Murtagh – Petit Larceny (Misdemeanor)

    Ardnt and Mothersell are from Watertown while Murtagh is from Massena.

    While executive board members of the National Treasury Employees Union, these individuals are alleged to have misappropriated funds from both federal government accounts and union funds by double billing both organizations for official travel and taking cash advances for their own personal benefit.

    This investigation was a joint effort between the state Police, Customs and Border Protection Office of Professional Responsibility, the U.S. Department of Labor, the U.S. Attorney’s Office Northern District of New York and the Clinton County District Attorney’s Office.

    The case is being prosecuted by the Clinton County District Attorney’s Office, and assigned to Assistant District Attorney Jaime Douthat.
