Conversations echo throughout Cebu’s large dining room, as packed tables split vinegary adobo chilaquiles and garlic rice plates with savory short rib tapa. At the pastry counter by the bar, athleisure-clad people order post-workout coffee and ensaymadas. And we’ve seen more than a few babies trade their pacifiers for the crispy lumpia.
