Heavy rainfall in south Natchitoches Parish causes flooding, power outages. CLOUTIERVILLE, La. -- Nearly 5 inches of rainfall since Wednesday night has caused localized flooding and some power outages in the Derry and Cloutierville areas as of Thursday morning. Thunderstorms began around 7 p.m. with high wind, lightning and rain that led to downed trees, some of which took down power lines. SWEPCO is working on at least 130 reports of customers without service in the sound end of the parish in the communities of Cloutierville and Marco. Natchitoches Parish sheriff's deputies are patrolling the area. Natchitoches Parish Fire Protection District No. 1 firefighters, state and parish highway departments crews and citizens are responding and removing trees and debris.
