MOBILE HEALTH SERVICES DRIVE HOSTED BY THE SALVATION ARMY TOCCOA
The Salvation Army of Toccoa’s food pantry is partnering with the Community Organized Relief Effort, or CORE Georgia, to provide a mobile health services drive providing free COVID-19 vaccinations tomorrow, June 13, at the Salvation Army Toccoa Service Center at 306 E. Franklin Street. The event will offer health services to the general public and target populations utilizing the Salvation Army Toccoa food pantry such as low-income and homeless populations. Mobile health services will be provided to eligible individuals including COVID-19 vaccinations and a $100 gift card.

Rabid stray cat confirmed in Oconee
A feral cat found near Westminster has been confirmed by DHEC as having tested positive for rabies. One person was exposed and has been referred to their health care provider. The stray cat, found near the Toccoa Highway and the Pickens Road, was sent to the DHEC Tuesday, June 4 and confirmed to have rabies the next day. If you believe you, someone you know, or your pets have come in contact with the cat, or another animal that potentially has rabies, please call DHEC in Anderson at 864/372-3270 during normal business hours or after hours and holidays 888/847-0902 (Select Option 2). Last year, four of 78 confirmed South Carolina rabies cases were in Oconee County.
Baldwin approves budget, CAO salary increase
The City of Baldwin approved its budget for fiscal year 2025 which included a salary increase for Chief Administrative Officer Emily Woodmaster. The budget was approved 3-2 with council members Joseph Satterfield and Maarten Venter voting no. This came after lengthy discussion of the millage rate increase that will come with the passage of the budget.
Division within Westminster government
Last night in Westminster, a 4 to 3 vote decided that the mayor and the council may enroll in the state’s health insurance plan for employees – in spite of warnings about the high cost to the city’s budget and a cry that many Westminster senior citizens are struggling just to get by. A vote cast by Councilwoman Audrey Reese swung the tide in favor of the city’s elected leaders to qualify for “PEBA” – the South Carolina Public Employee Benefits Authority. Reese’s vote created tension with her fellow councilwoman Daby Snipes, who sits next to Reese. According to Snipes, it’s unfair to Westminster residents. Snipes alluded to comments by Judy Caywood, the leader of Westminster Seniors. If the vote had gone the other way, it would have excluded council members from what’s called a one-time irrevocable option. At present, only Mayor Ramey is covered, but there was no clear indication that any of the six council members will enroll. Ramey this morning issued the following clarifying comments to our original story. He said, “We did not vote to ‘opt in’ to the healthcare. Elected officials have already been eligible for years. ‘PEBA’ required a vote to either continue as we have been or to stop allowing elected officials to participate….Most council members have no desire or need to participate.” And, as for his participation, the mayor said, “I had to because my wife is enrolled through the school district and ‘PEBA’ would not allow her to cover me since I work for the city.”
