    Coffee County Sheriff's Office Arrests Two Registered Offenders for Violations

    "In the last month, the Coffee County Sheriff's Office has arrested two registered sex offenders for failing to register, according to reports.

    According to copies of CCSO incident reports, the first individual, 51-year-old Shamont Marice Lowder of Broxton, was arrested on June 25. The report states that on June 3, a CCSO lieutenant was notified by a probation officer that she had gone to Lowder's residence for a contact visit and learned that he was working and had left the state of Georgia.

    The probation officer asked the lieutenant if Lowder had reported any employment to the Sheriff's Office. The lieutenant stated that Lowder had come to the CCSO on May 17 and reported that he was unemployed and that he would not be staying at a secondary address that he had previously reported.

    Since that day, Lowder had not made contact with the CCSO, the report states.

    While the lieutenant was speaking to the probation officer, he received another call from an individual who he said was related to Lowder. The individual stated that Lowder was working in Jacksonville, Florida. She told the lieutenant she was going to call Lowder's manager and advise him that Lowder needed to be brought back to Georgia and register that day.

    The lieutenant reported that he did not hear anything from Lowder that day or the following day, so he contacted Lowder's relative again. According to the relative, Lowder's manager said that he was going to bring Lowder in that day.

    Per the report, Lowder has been on the registry since 2017. Records show that he was convicted of child molestation.

    The lieutenant added that Lowder had been given "numerous warnings for failing to follow the registry requirements and has been arrested for failures to follow the registry. The rules and requirements have been gone over with him many times and he has signed and initialed that he understood the requirements set forth."

    Per jail records, Lowder was eventually booked in the Coffee County Jail on June 25.

    The second offender, 35-year-old Michael Tyrone Jordan, was arrested on July 3.

    According to a CCSO incident report, on June 28, Jordan was asked where he would like to register his address during the registration process. He stated that he did not have anywhere to go. A detective with the CCSO registered Jordan as homeless.

    The report states that the detective advised Jordan of a park bench behind the Douglas Police Department on a walking track as a sleeping location. He also advised Jordan to return to the CCSO on Monday, July 1, at 10:30 a.m. and to attempt to find an address.

    However, Jordan did not return to the CCSO on that day.

    The detective asked a deputy to conduct an address verification for the sleeping location after 7:00 p.m., the offender's curfew, on July 1. The deputy advised the detective that he attempted to locate Jordan at the sleeping location twice but was unable to find him during the night.

    On July 2, Jordan reported in person to the CCSO and provided an address on South Pearl Street and advised that he would be sleeping in a green Buick in the backyard.

    The detective completed a change of information form to reflect the new address and responded to South Pearl Avenue and discovered that the address Jordan had given did not exist. According to the report, the detective later discovered that the correct address was a residence on South Gaskin Avenue.

    According to the report, the detective responded to the address on South Gaskin Avenue and discovered it was in violation due to the proximity of a church. He reported that he left a card on the vehicle with a note on the back advising Jordan to report to the CCSO on July 3 at 10:30 a.m.

    On July 3, around 8:00 a.m., Jordan reported in person to the CCSO and was told that the address was in violation and that he would not be allowed to stay there. The detective told Jordan to report back to the CCSO on that date with either an address or a sleeping location at 2:00 p.m.

    Per the report, Jordan returned to the CCSO at 1:00 p.m. that day and did not have an address to register. The detective asked Jordan if he had a sleeping location he would like to register as a homeless person, and Jordan stated no.

    At that time, Jordan was arrested for failure to comply with requirements and booked in the Coffee County Jail.

    Per records, Jordan was convicted of statutory rape in 2010.

    As of Thursday, July 11, both Lowder and Jordan remained in custody. This is not the first time either offender has been charged with failure to register/comply."
