The Dallas County Commission narrowly approved the vacating of County Roads 119 and 120 at its monthly commission meeting on Monday at the Dallas County Courthouse.

The Commission approved 2-1 after the public meeting regarding a petition to vacate both county roads that connect the Dellwood community. Commissioner Jan Justice made the motion, seconded by Connell Towns. Commissioner Curtis Williams opposed it. Commissioner Vivian Rogers appeared at the meeting but left when the vote took place.

Rules dictate Probate Judge Jimmy Nunn did not have to vote because of the majority and motion passed. If Rogers was present and opposed, Nunn would be required to vote and break the tie.

Dellwood residents Deborah Voltz and Ernest Jones opposed the closing, saying it was being done to appease the wealthy and that people needed access to those roads.

Attorney Virginia Blackwell-Perkins represented the two sides only affected by the closing of CR 199 and 120, the Schober and Kushla properties. Blackwell-Perkins said it was an environmental concern and unnecessary expense for Dallas County. Residents complain of gun violence, drug deals and trash in the area. Livestock was also killed on a person’s property.

Justice said that Orrville Mayor Louvenia Lumpkin and Dallas County Environmental Services director John Creel both supported the move.

Dallas County Attorney John Kelly said that when you lose access to the roads, public utilities have the right to access. Kelly added that residents don’t lose access to the cemetery.
