On Tuesday, revisions to the county executive referendum resolution were unanimously approved by Wicomico County Council.

During the special legislative session, minor changes in the language in the document were considered following the advice of county council attorney Bob Benson. The measure, while a means of ensuring more clear language in Resolution 90-2024, does not significantly change the referendum on the county executive form of government on the ballot this November for Wicomico County residents.

What comes next in County Council-county executive standoff? The voters

In June, the council approved placing the referendum on the county executive form of government on the November ballot in a 5-2 vote with only councilmembers James Winn and Josh Hastings voting nay.

The contentious working relationship between the Office of the County Executive and the council ultimately led to litigation over hiring practices.

The new form of government without a county executive would begin on Dec. 1, 2026, if approved by the public.

County Executive Julie Giordano sounded off at the June meeting, noting the measure would damage the system of checks and balances in the county.

"While we are very disappointed that this will go back on the ballot, we are very confident the initiative will fail," Giordano said. "The balance of power is imperative to our county to continue making the progress we have made over the last 18 years with (this) form of government. While this does create a bit of tension, we will not let it affect the work we do."
