Nearly a year after it closed due to plumbing issues, Hard Times Cafe is making its long-awaited comeback at the Woodley Gardens Shopping Center in Rockville. The restaurant’s popular chili will be ready in time for dinner on Friday July 5th, with lunch service resuming on the 9th. Co-owner Bob Howard, who opened this Hard Times location in 1984, says the new menu is largely unchanged but the decor has gotten an upgrade. “We put in a brand new floor, painted the place, stained and refinished,” he says. “The food will be just as great.”
