EL PASO, Texas — A fugitive wanted for homicide in Colorado was apprehended in El Paso without incident, according to authorities. On July 25, 2024, the El Paso County Sheriff's Office Warrants and Fugitive Apprehension Unit (FAU), in collaboration with the Adams County Sheriff's Office, located and arrested 30-year-old Devin Franklin. As housing and renting costs rise, people are getting more and more creative, and there seems to be a draw for many to rural areas. One such area is the San Luis Valley of southeastern Colorado, where after subdivision projects failed, 5 acre plots in the high desert can be purchased for relatively cheap. In May 2017, author Ted Conover bought one of those five acre plots to see what off-grid life looked like firsthand, and lived off that land over the course of four years.
