FARIBAULT, Minn. — Criminal charges have been filed in connection with an incident on I-35W that triggered a standoff and significant disruption in traffic Sunday. Armstrong, IA (KICD) — An Estherville man was hospitalized with non-life-threatening injuries after a two-vehicle accident near Armstrong Monday afternoon. The Emmet County Sheriff’s department says it appears 16-year-old Raegan Nielson of Ringsted was Northbound on 570th Avenue, stopped at the intersection with highway 9, but then pulled into the path of an Eastbound vehicle driven by 23-year-old Chase Karstens of Waseca, Minnesota.
