    A new concrete plant is proposed near Fort Collins. Neighbors and the city oppose it.

    A new concrete batch plant is proposed just outside north Fort Collins, and this time, it's not just neighbors who are against it. The city of Fort Collins has gone on record as being opposed to it.

    The location of the project, known as the Aragon Holdings Concrete Batch Plant, is within Fort Collins' growth management area. It's next to Terry Lake at 516 N. Highway 287.

    That means there's potential for future annexation into the city, triggering the city to provide comments on the proposal.

    The application is now going through Larimer County's planning system.

    Not only has city planning staff sent comments expressing opposition to the county, but City Council on Tuesday unanimously passed a resolution opposing the plans.

    The resolution states that the proposed plant's location doesn't align with the city's plans, including City Plan, its Air Quality Plan and the Our Climate Future Plan. Approval of the plant could affect future annexation, the resolution states.

    Back in January, a city planner sent a memo to the county outlining why the department believes the plan does not align with Fort Collins' vision and plans for the area.

    It says the plant would be considered a heavy industrial use, and the city's vision for that area isn't industrial.

    City Plan calls for this land, if annexed, to be designated for retail, restaurants and commercial services, the memo states. The area could also include development that is high-density residential.

    The planning department memo listed other reasons for opposing the proposal: The property has no feasible sewer connection, serves as a gateway to the city, could contribute to air pollution in the city, and is close to natural spaces Dry Creek, Terry Lake and blue heron nesting sites.

    Members of the public have opposed the project as well, showing up to July City Council meetings to the council to oppose the project.

    According to Larimer County planning documents, the county could allow heavy manufacturing on the site with special review approval. A batch plant would fall under that category.

    The site has been used in the past as an auto salvage yard and includes an office building and warehouse, documents show.

    There is currently no date set for a public hearing.
