Tropical Storm Debby is slamming the Southeast with rain after making landfall in Florida as a Category 1 hurricane on Monday.

Debby is expected to stall near the Georgia-South Carolina border for the next two days, continuing to dump heavy rain and push ocean water onshore. Rain totals could reach 20 to 30 inches.

A rare "high risk" for flash flooding was issued for Georgia, South Carolina and North Carolina, including in the cities of Savannah, Charleston and Wilmington.
