In Georgia, more than 11 inches of rain struck northwest of Savannah, and in South Carolina, 14 inches of rain was recorded between Charleston and Hilton Head Island.
On Tuesday, Debby is located about 15 miles south of Savannah and is crawling, moving north at just 6 mph.
Debby is expected to stall near the Georgia-South Carolina border for the next two days, continuing to dump heavy rain and push ocean water onshore. Rain totals could reach 20 to 30 inches.
A rare "high risk" for flash flooding was issued for Georgia, South Carolina and North Carolina, including in the cities of Savannah, Charleston and Wilmington.
After leaving the Carolinas, Debby’s remnants will move up the East Coast, bringing heavy rain and potentially serious flooding to the Northeast -- including Washington, D.C., New York and Boston -- Friday night into Saturday night.
