During Hays County Commissioners Court meetings, Hays County Judge Ruben Becerra updates the community on the Hays County Jail population and outsourcing costs.
The most recent report covered May 26 to June 1 and showed a $2,188 growth since a month prior, peak population shrunk by two inmates and average population grew by four inmates.
“The Sheriff’s Office sends my office our inmate numbers the week that we come to court so that I can report them to the viewing public,” Becerra said. “Our current maximum jail capacity is 410 inmates. Jail standards recommend that we hold approximately 10% of that capacity open, which lowers our capacity to 368.”
Becerra said the jail’s daily average was 538 inmates, and the peak was 543 inmates on May 29. When reported for the week of April 28 to May 4, Becerra said the daily average was 534 inmates, and the peak was 545 on May 2.
“The estimated cost for outsourcing inmates this week is $163,587,” Becerra said. “The average number of outsourced males is 241 and females are nine. This week’s inmates were housed in the following counties: Comal, Haskell and Maverick. Paper ready inmates are inmates that have had their day in court and have become state inmates, and we are holding 37 state inmates.”
Outsourcing costs for the week of May 26 to June 1 are up $2,188 from the week of April 28 to May 4, which was $161,399 at that time.
According to the Vera Institute of Justice Hays County Jail Dashboard, which was updated on June 5, 93.4% of inmates have felonies as the most severe charge, 6.4% have misdemeanors as the most severe charge and 0.2% are hybrid/ unspecified charges. As for custody type, 64.8% are held pretrial, 18.4% have been sentenced, 8.5% are pretrial ICE and 8.1% are held on a parole violation. The pretrial length of stay are as follows: 8.7% for less than a week, 17.4% from one week to under one month, 51.5% from one month to under six months, 15.4% from six months to under a year, 6.7% from one year to under three years and 0.3% for more than three years. The sentenced inmates' length of stay are as follows: 6.4% for less than a week, 15.6% from one week to under one month, 56.7% from one month to under six months, 18.4% from six months to under a year and 2.8% from one year to under three years.
The jail dashboard also has demographic information. The jail population is 88.3% male and 11.7% female. Hispanic white men make up 51.9% of the jail population and 18.8% of the resident population. Non-hispanic white men make up 25% of the jail population and 25.8% of the resident population. Non-hispanic Black men make up 9.8% of the jail population and 2% of the resident population. Hispanic Black men make up 0.9% of the jail population and 0.4% of the resident population. Hispanic white women make up 5.3% of the jail population and 18.7% of the resident population. Non-hispanic white women make up 4.9% of the jail population and 26.7% of the resident population. Non-hispanic Black women makeup 1.1% of the jail population and 1.8% of the resident population. As for age, the dashboard shows that 4.1% of the inmate population are between the ages of 17 and 18, 16.4% are between 19 to 24 years old, 35% are between 24 and 34 years old, 28.4% are between 35 and 44 years old, 11.7% are between 45 and 54 years old, 3.8% are between 55 and 64 years old and 0.8% are 65 years and older.
