SAN FRANCISCO (CN) — A federal judge told homeless residents of the Bay Area city of San Rafael at a motion to dismiss hearing on Monday morning that he was leaning towards dismissing their lawsuit against the city’s anti-camping ordinance because the city has changed the original ordinance, making the plaintiffs’ original complaint moot.
