According to the OSBI, the investigation led to arrest warrants for 40-year-old Pamela Siesser and 43-year-old Crystal Edmundson on charges of Child Neglect. Both were employees at the Head Start facility.

On July 24, both Siesser and Edmundson turned themselves in and have been booked into the Kiowa County Jail.
