    Iowa grandparents charged after 4-year-old was allegedly kept in cage, sheriff says

    FREMONT COUNTY, Iowa — Fremont County grandparents have been charged in connection to a child neglect case where a 4-year-old child was allegedly kept in a make-shift cage .

    In July the Fremont County Sheriff’s Office responded to a report of a child wandering around near a road in the 1700 block of Washington Street in Hamburg. When deputies arrived on scene they found a 4-year-old outside of a home “covered in filth and a mixture of both human and animal feces.”

    An investigation of the home uncovered a cage that appeared to be made out of a pack and play, a baby gate, and zip ties. The sheriff’s office said that it appeared the child managed to escape the cage and leave the residence unnoticed.

    At that time the sheriff’s office arrested and charged the child’s parents, 26-year-old Dustin Carl Lee Perry and 26-year-old Lindsey Barbara Marie Hamilton, with neglect or abandonment of a dependent person and child endangerment. According to the sheriff’s office, Perry and Hamilton left the child in the care of relatives and instructed the caretakers to leave the child locked in the cage.

    On Friday the sheriff’s office arrested the 4-year-old’s grandparents, 78-year-old Elvin Leroy Culley and 61-year-old Martha Karen Perry-Culley, in connection to the case. Both have been charged with neglect or abandonment of a dependent person and child endangerment. They’re both being held at the Fremont County Jail on $10,000 cash-only bonds.

    Jury trials for both Perry and Hamilton are scheduled for October 8.
