Jeffrey A. Manning, veteran Allegheny County Judge has died. He was 77.

Manning, a longtime judge in Allegheny County’s criminal court system who presided over the most high-profile cases in Pittsburgh, died Monday morning.

Attorney Phil DiLucente tells KDKA Radio he first met Manning in law school at Duquesne University.

“I learned evidence not in the classroom, but rather from Judge Jeff Manning,” said DiLucente. “He would work with individual lawyers. I’m one of probably, many that he would take aside and give tips to.”

DiLucente says he felt a close connection with Manning because they both were graduates of Gateway High School.

“He was just an amazing individual at so many levels, he is going to be really, deeply missed and my condolences to his spouse, Olga,” added DiLucente.

Manning retired from the bench in 2021.

Former County Executive Rich Fitzgerald released the following statement following Manning's passing:

“It is with great sadness that I learned about the passing of Judge Manning today. Judge Manning was the epitome of a public servant, and always worked diligently to keep Allegheny County residents safe.

“I had the privilege of seeing Judge Manning almost every day at the courthouse when I served as County Executive. He was a tremendous partner that went out of his way to work collaboratively with regional stakeholders.

“His north star was always centered on ensuring that public safety was upheld and justice was served for victims and victims’ families. He was never afraid to take on the hard cases and make tough decisions—and over the course of his career, there is no doubt he had his fair share of them.

“Judge Manning was also very involved in local events. I can remember him always being a great fixture at the annual St. Patrick’s Day parade. His was proud of his Irish roots and enjoyed celebrating with others that felt the same. His passion, dedication, and contributions to our region will be sorely missed.

“I know I speak for many when I say that my thoughts and prayers are with his family, friends, and colleagues during this difficult time.”

Allegheny County Sheriff Kevin Kraus said:

"I have known Judge Manning my entire career dating back to the early 90's. The respect that he garnered over the years was a reflection of his reputation as one of the most brilliant jurists in the history of this county.

I, along with my predecessors in this office, always appreciated his professional respect and support of the employees in this office, and one example of his profound impact on this community can be found in the work of his son, Sheriff's Commander Richard Manning.

He will be sorely missed by our office, the residents of Allegheny County and the citizens of the Commonwealth of Pennsylvania. I, along with my staff, offer our prayers and support during this difficult time."
