Carroll County Conservation Hosting First Pella Summer Concert Series This Weekend
Rain or shine this weekend, Carroll County Conservation is excited to host the first concert of the 2nd annual Pella Summer Concert Series tomorrow (Saturday) evening. Naturalist Dakota Popp says the country-rock singer scheduled has performed all over the Midwest and is excited to bring his talents back to Carroll.
Iowa Finance Authority Announces New Proposed Jefferson Apartment Complex Recipient Of Federal Tax Credits
Iowa Finance Authority (IFA) announced earlier this month awards of over $10.6 million in federal housing tax credits, with a new apartment complex in Jefferson one of the recipients. The Wheldon, a 50-unit apartment building being developed by KCG Development, will receive $1,281,139 in federal tax credits over ten years, made available by the Internal Revenue Service (IRS) from the Federal Housing Tax Credit Program. The IFA then allocates the available credits to developers who can sell to investors to generate equity for the new housing development. IFA Director Debi Durham says, “Housing is fundamental to the economic mobility of Iowans and the vitality of our communities. Congratulations to all nine communities receiving tax credits today, with special recognition to the four designated as Iowa Thriving Communities, Charles City, Jefferson, Knoxville, and Oskaloosa, for their exceptional efforts in leveraging innovative practices to attract housing opportunities for their workforce.” With the tax credits now secure, The Wheldon will officially be constructed, as KCG representative CJ Lintner said the building of the complex was contingent on receiving the federal tax credits. KCG Development’s The Wheldon complex was a controversial topic earlier this year. Concerned residents addressed the Jefferson City Council on multiple occasions, stating the flood plain area for the proposed location would not support the low-income housing development, reports from other KCG properties in different cities of increased crime and law enforcement calls and the influx of job opportunities that would be needed to support the individuals residing in the complex. Carroll City Council To Review Ziegler, ECHO Group Developer Agreements And Plans For Burned Shelter House At Monday’s Meeting
Economic development will be the primary focus of the Carroll City Council’s upcoming meeting on Monday. The council convenes at 5:15 p.m. at Carroll City Hall on July 22. One of their first items of business is to cancel the public hearing for the Ziegler Caterpillar development agreement. City Manager Aaron Kooiker says it is important to understand this is a procedural cancellation, and Ziegler remains dedicated to building a new retail site on Carroll’s western edge.
Carroll County Supervisors Expected To Take Action On 2024 Comprehensive Plan, Halbur Land Gift At Monday’s Meeting
The Carroll County Board of Supervisors is expected to approve the updated 2024 County Comprehensive Plan and move forward with a land gift to the City of Halbur during their meeting on Monday. The board convenes at 9 a.m. at the Carroll County Courthouse. The supervisors reviewed the proposed comprehensive plan, which was last updated in 2009, during their July 15 meeting. They chose to delay final approval by a week to allow additional input and complete further review. The council also tabled approval of a quit claim deed to the Halbur Ridge Wildlife Area at the July 15 meeting. The City of Halbur has requested the county donate the approximately half-mile strip of land for trail development, but the supervisors delayed approval to ensure the county would have first right of refusal. Other items of business on Monday’s agenda include bid approval for the planned shoulder grading on County Road M66 south of Manning, quarterly reports from the county recorder and sheriff, Fiscal Year (FY) 2024 payroll publication lists, and other routine business. Greene County Supervisors Will Meet Tomorrow Morning
The Greene County Board of Supervisors will meet today. The Board will consider for approval the 2024-25 renewal of the Iowa Communities Assurance Pool (ICAP), the 2024 fiscal year county report of the substance abuse prevention grant from New Opportunities, and the semi-annual quarterly investment report from the county treasurer.
Next Jefferson Library Author Talk Series Focuses on New Iowa History Book
The Jefferson Public Library is hosting its next Author Talk Series on Sunday. Library Director Jane Millard says an Iowa State University American History Professor Jeff Bremer recently published his book, “A New History of Iowa.” She tells Raccoon Valley Radio this book reaches all the way back to the original inhabitants of Iowa and marches through chronically through different events in the state’s history. Millard talks about why Bremer wanted to write a historical book of the Hawkeye State.

Utility rates approved by the city council in Rockwell
Last night the Rockwell City Council approved the utility rates for water, garbage collection, sewer rents, and storm water for the city’s new fiscal year. The Rockwell council also received information on the drainage issues along Madison Street and Southview Drive. It would cost up to 45-hundred dollars to clean out the ditch, creek bed, and to re-shape the ditch to allow the water to flow better from there.
CCSD School Board Approved Of $213K Project For Fairview Playground Resurfacing
The Carroll Community School District’s Fairview Elementary playground will look a little different for the upcoming school year, with the resurfacing project approved during Monday’s Board of Education meeting. GameTime with Cunningham Recreation has been awarded the contract to resurface the area, replacing the woodchips with a soft, rubber surface. Superintendent Dr. Casey Berlau says the district is looking to spend just over $213,000 for this project for two main reasons.
The CCSD Board Of Education Approved A New Resolution And The Phase To Be Constructed For A New Transportation Facility During Special Meeting On Thursday
The Carroll Community School District’s (CCSD) Board of Education met this morning (Thursday) for a special meeting, approving the phase that will be constructed and establishing a new bond agreement resolution for a new proposed transportation facility. The board members first accepted a $15 million schematic design for a 13,500-square-foot building with an automatic wash bay, an expanded maintenance space, and cold storage for a 40-bus fleet last March. DLR Group, the engineering firm behind the design, said the project could be bid out in phases, phase one being just the base with the wash bay, maintenance, and new office and training rooms. Phase two would include one cold storage, and phase three would be the entire proposed design. Many concerned community members attended public hearings and informative meetings, addressing the high price tag and saying this project was too much for the school district. Board Member Jim Friel made the motion to listen to the CCSD’s stakeholders.

This is the fourth year the 1A and 2A baseball seasons will end in Carroll, and Parks and Recreation Director Chad Tiemeyer, who plays a central role in the planning alongside Carroll Chamber of Commerce Program Director Ashley Schable, says it is now something they look forward to every year.
