The officer then located the white vehicle, with Turner attempting to leave the parking lot. According to police, Turner started to drive away from the officer at a slow speed in the parking lot. The officer followed and observed the vehicle become high-centered on a median. Turner’s vehicle reversed, and his vehicle and the patrol car collided. Turner then drove the vehicle a short distance from the patrol vehicle and stopped, police said.

The officer issued verbal commands to Turner to exit the vehicle. He exited by crawling out of the vehicle and immediately lay on the ground. An additional officer arrived, and Turner was taken into custody and handcuffed at which time medical was requested, according to police.

While waiting for a medical team to arrive, Turner sat up and requested water be poured on him several minutes later he then rolled himself back down onto the ground, police said.
