About a month ago, Cortney Bench noticed Mechanicsburg borough workers spray painting pink marks on the sidewalk in front of her home on Broad Street. The workers told her husband the borough was preparing for a paving project, but first the sidewalks needed to be fixed. Two weeks later, the couple received a bill for $4,000.
