    Father sues DCFS after 17-month-old dies from a fentanyl overdose

    The father of a 17-month-old boy who died from a fentanyl overdose in Lancaster is now suing Los Angeles County Children and Family Services for $65 million.

    The father’s attorney announced the lawsuit Wednesday. Attorney Brian Claypool said DCFS failed to protect the child.

    “Every death that occurs within L.A. County, DCFS, they have blood on their hands and guess what? The Board of Supervisors, they have blood on their hands,” he said.

    Justin Bulley died of a fentanyl overdose in February while his mom and her father were ingesting drugs and alcohol, Claypool said.

    “A DCFS visitation supervisor is there. The woman appointed by the county is at the scene of the death and what does she do? She doesn't step in and try to save these kids. She doesn't pull these kids out of that house. What does she do? She's a coward. She runs,” he said.

    Montise Bulley, the boy’s father, said he tried to get custody of his son.

    “I had custody of him for two or three weeks. I had a court date. She was in jail. She missed a court date. I went by myself, supposed to get custody and award him to me that day. It didn't happen,” Bulley said.

    Claypool explained they want an immediate change at DCFS, including a new director at the Lancaster office. They also want the department to use trained forensic psychologists when investigating abuse cases.

    “While we appreciate the opportunity to offer our perspective, the Los Angeles County Department Children and Family Services does not comment on pending litigation,” DCFS said in a statement to KNX News.
