Around midnight Saturday-Sunday, June 29-June 30, 2024, a pedestrian was pushing a bicycle east on the Washington Baum Bridge. The pedestrian became a victim of a hit-and-run and was transported to a hospital in Virginia. As of Monday morning, the pedestrian remains in critical condition.

North Carolina State Highway Patrol Sgt. D.C. Pridgen said the highway patrol had a clear picture of the license plate and the vehicle.

According to Pridgen, at around 5 a.m. Sunday, Mark Sullivan, 44, of Manteo, was located and arrested. His vehicle, a blue Jeep Wrangler, was impounded. At the crime scene, investigators recovered a right front fender, which matched the Jeep.

Sullivan was charged with felony hit and run with serious injuries, driving while license revoked, and failure to reduce speed to avoid collision with pedestrian.

As of Sunday evening, Sullivan remained in the Dare County Detention Center. He had already been out on a bond for other matters at the time of the collision. A new law requires bond to be set by a District Court Judge or, after 48 hours, by a magistrate.
