    Duarte, Monrovia partner with LA County on Pathway Home operation

    Los Angeles County’s Pathway Home program brought 52 people experiencing homelessness off the streets of Monrovia and Duarte and into safe interim housing where they will receive supportive services and other resources to help them transition out of homelessness and into permanent housing, according to Los Angeles County Homeless Initiative.

    “I’m pleased the County’s Pathway Home program has brought its well-coordinated outreach, support services, and housing solutions to the streets of Monrovia and Duarte,” Supervisor Kathryn Barger said. “A lot of work and planning goes into each Pathway Home operation so that people experiencing homelessness are helped in a compassionate manner that also reflects a firm commitment to clearing encampments. Public spaces must be clean and accessible to the community at large, and Pathway Home’s systematic approach works hard to meet that goal.”

    The Monrovia and Duarte operation is LA County’s 16th Pathway Home encampment resolution since the inception of the program in August 2023. More than 600 Los Angeles County residents have been brought indoors through Pathway Home.

    “The City of Monrovia has always held that interim housing solutions alone cannot solve homelessness. Individuals need additional support services, including healthcare, case management, job training, and even basic skill development like computer literacy,” Monrovia City Manager Dylan Feik said. “Perhaps most importantly, individuals also need a pathway to permanent supportive housing. The Pathway Home Project has all of these necessary components.”

    Duarte City Manager Brian Villalobos said, “The City of Duarte is grateful to Pathway Home. They are housing Duarte residents who have been living on the streets for five, ten, and in some cases, twenty-plus years. They finally have a path to a permanent housing solution.”

    The LA County Homeless Initiative collaborated with the Office of Supervisor Barger, the City of Monrovia and the City of Duarte to conduct the Pathway Home operation on June 5, 2024.

    The Los Angeles Homeless Services Authority (LAHSA) and nonprofit service providers Union Station Homeless Services and Volunteers of America (VOA) were essential to bringing unsheltered residents indoors as they had built trusting relationships with them by providing engagement and support during their unhoused experience. VOA will continue to work with them at the motel operating as their interim housing location. The Los Angeles County Department of Mental Health, Los Angeles County Sheriff’s Department, and the Monrovia Police Department were also critical partners in the operation.

    Pathway Home is a Los Angeles County Homeless Initiative-led encampment resolution program that is a component of the County’s comprehensive response to the local emergency on homelessness adopted by the Board of Supervisors in 2023. By leveraging emergency powers and partnerships with local jurisdictions, Pathway Home is a full-circle solution that brings people off the streets, into immediately available interim housing accompanied by a comprehensive suite of supportive services, and, ultimately, into safe, permanent homes.
