Muncy, Pa. — A driver was traveling 18 mph below the speed limit when state police troopers watched him throw a cigarette from the car.

According to Trp. Dylan Houser, the vehicle being driven by Jorden Jene Walters just before 9 p.m. smelled of “raw” marijuana as he approached it. The 29-year-old Walters claimed ownership over everything in the vehicle except for a backpack being carried by passenger Christopher Andrews, Houser added. Walters denied requests to search the vehicle, as did Andrews for his bag.

The vehicle was towed to the state police barracks in Montoursville, according to the complaint. Magistrate Judge Christian Frey signed a search warrant that was executed at the end of May. Police found 30 grams of marijuana in a glass jar, three grams in an empty candle container, a green and white silicone pipe, a vaporizer, a blue and white glass pipe, a vaporizer with THC cartridge, a green pipe, two metal scrapers, baggies with marijuana residue, and a miniature torch, according to investigators.

Walters is being charged with possession of a controlled substance, marijuana, and drug paraphernalia, as well as driving too slow for conditions. A preliminary hearing with Magistrate Judge Kirsten Gardner is scheduled for August.

The 34-year-old Andrews is being charged with possession of marijuana and drug paraphernalia, and depositing waste on a highway. He is also scheduled to appear before Gardner in August.

No bail is listed for either Walters or Andrews.
