LITTLE ROCK, Arkansas — On Tuesday night, Little Rock Mayor Frank Scott Jr. will once again introduce a sales tax increase to the board of directors. First District Congressman Rick Crawford says some resident in East Arkansas are receiving their mail up to three weeks after it was sent, or having their mail arrive at its destination almost a month from the time it was mailed.
