    Rockford felon, woman are charged with unlawful use of a weapon during a traffic stop

    ROCKFORD, Ill. (WTVO) — Rockford Police arrested Marcell Noris, 36, and Deandra Richardson, 29, both for aggravated unlawful use of a weapon among other charges.

    On August 12th, police stopped a gray Kia Sportage for not having a front license plate at the intersection of 13th Avenue and 11th Street.

    Officials said Norris’s hands were shaking and the smell of cannabis was coming from the car. After a search of the vehicle, officers found a handgun in the glove box after it was unlocked, according to court documents.

    Both suspects denied the handgun was theirs under Miranda to police. A third passenger told authorities Richardson told Norris to turn off the car and then she locked the glove box.

    The passenger told officials she did not see either possessing the firearm.

    Norris was previously convicted of a home invasion among other charges in 2013.

    Norris is being charged with possession of a firearm while not being eligible for a FOID, felon possession of a firearm and aggravated unlawful use of a weapon in a vehicle while having a previous conviction.

    Richardson is being charged with possession of a firearm while not being eligible for a FOID and aggravated unlawful use of a weapon without a FOID.
