A would-be HOV lane hack is now at the center of national headlines thanks to a speeding driver in Washington state. This past weekend, the Washington State Patrol shared a photo of a mannequin, or at least a portion of one, propped up in the backseat of a vehicle.                 The cruise, where attendees will board a 65-foot vessel and then travel 40 miles along the Willamette River from 11 a.m. to 2 p.m Saturday, Sept. 4, costs $50.
