Investigation on drugs in downtown detention center leads to four indictments

NASHVILLE, Tenn. (WKRN) — A six-month investigation into the presence of drugs in the Downtown Detention Center jail led to the indictment of four people, Metro Nashville Police announced Monday.

Devin Popejoy, 28, allegedly facilitated the introduction of drugs into the facility by taking them from 30-year-old Emmanuel Webb. Webb is currently awaiting trial on a first-degree murder charge. Additionally, Popejoy allegedly set up drug-related phone calls between Webb and others during jailhouse calls.

Popejoy was arrested in Vermont as a fugitive from Tennessee on charges of felony meth and fentanyl possession. Popejoy was allowed to post bond and extradition arrangements have been made to return Popejoy to Tennessee.

Two other people were also indicted as a result of this investigation. Anthony Farr Jr., 24, is currently serving a six-year sentence for kidnapping and aggravated assault. Roderick Rogers Jr., 24, is in custody for violating probation on a conviction for aggravated assault against a first responder.

Webb was indicted charged him with one count of felony meth possession and one count of felony fentanyl possession.

Farr and Rogers were both indicted on two counts of felony meth possession, two counts of felony fentanyl possession and having contraband in a penal institution.

“As part of this case the DCSO [Davidson County Sheriff’s Office] recently conducted cell searches which yielded liquid meth, papers soaked in liquid meth, crystal meth, and fentanyl,” police said in the release.

The Metro Nashville Police Department (MNPD) added that the investigation is ongoing while detectives and the DCSO work to identify other individuals involved.
