    Four Indicted in Scheme to Smuggle Drugs into Nashville Jail

    July 22, 2024 – An investigation spanning more than six months into the introduction of drugs into the Downtown Detention Center jail has led to the indictment of four individuals, a woman and three current inmates, on felony meth and fentanyl charges.

    Work by Specialized Investigations Division detectives, in conjunction with staff from the Davidson County Sheriff’s Office (DCSO), led to the identification of Devin Popejoy, 28, who is alleged to have facilitated drugs into the facility by taking direction from her associate, Emmanuel Webb, 30, who is awaiting trial for 1st degree murder. Among other things, Popejoy is alleged to have set up drug-related telephone conference calls between Webb and third parties during his jailhouse calls to her.

    Popejoy moved to Vermont earlier this year. Authorities there arrested her over the weekend as a fugitive from Tennessee on charges of felony meth and fentanyl possession, but allowed her to post bond. Extradition arrangements are being made to return Popejoy to Tennessee.

    In addition to Webb, two other current inmates are under indictment in this case: Anthony Farr Jr., 24, who is serving a six-year sentence for kidnapping and aggravated assault, and Roderick Rogers Jr., 24, who is jailed for violating probation on a conviction for aggravated assault against a first responder.

    The indictment against Webb charges him with one count of felony meth possession and one count of felony fentanyl possession.

    The indictment against Farr charges him with two counts of felony meth possession, two counts of felony fentanyl possession, and having contraband in a penal institution.

    The indictment against Rogers charges him with two counts of felony meth possession, two counts of felony fentanyl possession, and having contraband in a penal institution.

    As part of this case the DCSO recently conducted cell searches which yielded liquid meth, papers soaked in liquid meth, crystal meth, and fentanyl.

    This investigation is continuing, as detectives & DCSO staff work to identify other individuals involved.
