    CHICAGO - Chicago is set to face a nearly $1 billion budget shortfall for the fiscal year 2025, according to the city's latest financial projections. Mayor Brandon Johnson made the announcement as he released the City of Chicago's 2025 Budget Forecast, outlining the significant fiscal challenges that lie ahead. The forecast, based on comprehensive financial analysis, estimates the budget gap for the upcoming fiscal year at $982.4 million.

    The 2025 Budget Forecast is built on historical revenue and expenditure trends, highlighting key concerns such as increasing personnel and pension costs, as well as reduced revenue sources like the State Personal Property Replacement Tax.

    Mayor Johnson emphasized the importance of addressing these challenges, stating, "My administration is committed to finding solutions that balance fiscal responsibility with our obligation to invest in the people of Chicago."

    Budget Director Annette Guzman underscored the urgency of the situation, stressing the need for structural reforms to effectively manage the fiscal issues.

    As the current year comes to a close, Chicago has already identified a deficit of $222.9 million for 2024. This shortfall is largely attributed to declining revenue streams and the absence of expected pension reimbursement for non-teacher staff in Chicago Public Schools. Despite these difficulties, the city's local tax revenue has performed slightly better than anticipated, providing some relief from the financial pressure, as noted by the City's fiscal experts.

    In response to these fiscal challenges, Mayor Johnson and his financial team are committed to managing year-end expenditures efficiently by maximizing available resources. This effort is part of a broader strategy to achieve a balanced budget by the end of the year. Additionally, the 2025 budget includes a proactive plan to make a $272 million advance pension payment, signaling the city's long-term commitment to addressing its pension obligations.

    Mayor Johnson expressed confidence in the city's ability to navigate these challenges, stating, "While the road ahead may be challenging, I am confident in our ability to navigate these difficulties with the strength and resilience that Chicagoans are known for."
