    A former women’s prison in this posh NYC neighborhood is slated to become housing

    This ex-lockup is swapping inmates for residents.

    The Chelsea building that previously housed the Bayview Correctional Facility for women has a fresh life sentence: It will be converted into Liberty Landing, an affordable housing development.

    “Liberty Landing represents a significant step forward in our efforts to provide inclusive housing opportunities and support to vulnerable New Yorkers,” Gov. Kathy Hochul said at a press conference this week , where renderings were unveiled of the medium-security prison reimagined as a residential development. “This innovative project will transform a former symbol of incarceration into a beacon of hope, healing and opportunity.”

    Built in 1931, the 550 W. 20th St. colossus initially housed sailors before being turned into a detention center in the 1970s. It has been vacant since late 2012, when saltwater flooding from Hurricane Sandy badly damaged its boiler and electrical systems.

    Previous rehabilitation plans, including to turn the space into a female empowerment hub , have not been successful.

    New renderings show the state-owned, 100,000-square-foot building — which overlooks the West Side Highway, across the way from Chelsea Piers — largely intact but with a yet-unbuilt modernist apartment complex atop its roof, and a sign extending from its side, bearing the words Liberty Landing.

    In all, the project is set to include 124 affordable housing units, a 9,300-square-foot community facility dedicated to youth-oriented programming and 15 short-term transitional units “for formerly incarcerated individuals reentering the community,” according to a release.

    Liberty Landing is slated to be a joint venture between the nonprofit Osborne Association and the mixed-income housing development firm Camber Property Group. The project will be presented for public review and comment before receiving final approval to move forward.

    “New York is in a housing crisis at every level,” Assemblymember Tony Simone commented on the proposal. “Liberty Landing will provide not just new homes and supportive services, but also needed units to tackle the mental health crisis, moving the west side forward.”
