ROCHESTER, N.Y. (WROC) — The New York State Attorney General’s Office determined no charges will be filed against the New York State Trooper who shot a teenager to death in East Bloomfield.

The 17-year-old was shot by a New York State Trooper on November 15 and did not survive.

According to a report released Thursday by the AG’s office, troopers were called to the home on State Route 64 in East Bloomfield after someone anonymously told police, “My friend is talking about killing someone next week he is 100% serious about this and he will act on it.”

The report said police spoke to a woman, who then called her grandson to the door. When police told the grandson to take his hands out of his pockets, he allegedly held a folding tool-style knife open and charged.

Video of the encounter released in February shows the trooper speaking to someone before the teen comes to the door. He appears to pull an object out of his sleeve before running at the trooper, who falls to the ground. The 17-year-old appears to charge at the trooper again, and the trooper shoots six times.

According to the report, five of those bullets struck the 17-year-old.

The AG’s office decided not to pursue criminal charges against the trooper who shot the teen, saying, upon reviewing the video and witness statements, “a prosecutor would not be able to disprove beyond a reasonable doubt at trial that the officer’s actions were justified under New York law.”
