    New NASEO report investigates opportunities, challenges to incorporating equity into clean energy RDD

    Looking at the state and territorial level, the National Association of State Energy Officials (NASEO) recently authored the State Opportunities and Challenges in Supporting a Just Energy Transition: Incorporating Equity into Clean Energy Research, Development, and Demonstration report on incorporating equity into clean energy research development and demonstration (RD&D).

    According to the organization, clean energy RD&D is critical for a reliable and clean electric grid, and innovative new projects in that area could help states and the federal government to meet their environmental, decarbonization, economic development, energy reliability and resilience goals, among others. It followed a 2022 roundtable between federal and state decision-makers, community-based organizations and subject matter experts looking at different state efforts made to identify and incorporate energy justice concerns for their policy, programmatic and regulatory processes.

    In this case, NASEO worked together with the support of the U.S. Department of Energy’s Office of Electricity and hand-in-hand with the National Association of Regulatory Utility Commissioners (NARUC) and the National Governors Association (NGA).

    According to the groups involved, state energy offices could be critical to supporting many equity goals with capital, technical assistance, the facilitation of partnerships, gathering stakeholders and encouraging both affiliated workforce and economic development efforts.
