    School board receives financial updates

    The Granville County Board of Education closed its fiscal and school year with a special called meeting on June 24, to review the projected year-end budget, discuss insurance coverage and go over some areas of the 2024-2025 budget.

    Vickie Hines, chief financial officer for Granville County Public Schools, said the year-end closeout process is underway and will be completed by the June 30 deadline.

    Hines said that State and federal expiring funds have been utilized to the greatest extent possible.

    “Any final budget amendments will be signed by Stan Winborne, superintendent of GCPS, and brought with the year-end financial update to the August meeting as an informational item,” Hines said.

    Hines presented the 2024-2025 budget development information.

    “Through zero-based budgeting the district has been able to save about a million dollars that can be used for some of the priorities,” Hines said.

    A zero-based budgeting is when every dollar that comes in matches the expenses. The funds are allocated based on goals that align with the district’s priorities

    Some of the drivers of the budget this year are attendance, academics, recruitment and retention.

    Hines said there are areas for improving efficiency with $2 million dollars being budgeted for position over state allotments, which includes teaching assistants, instructional support and assistant principals. Other areas noted are school-based clerical and custodial positions.

    Hines said the district should continue to develop, refine budgets, and research potential improvements in efficiency.

    The board did pass an interim budget resolution that allows the superintendent to use funds to operate the school system until the state passes its budget. The resolution goes into effect on July 1.

    Hines also presented information about insurance providers and premiums. The board approved the list of insurance providers.

    Summer graduation will be held at 6 p.m. on August 1 at Northern Granville Middle School.

    The board will hold its regular meeting at 6 p.m. on August 5 at Mary Potter Center for Education.
