Two Los Angeles County Supervisors unveiled a proposal to bring significant reforms to county government, including expanding the Board of Supervisors from five members to nine.

The proposal by Supervisors Lindsey Horvath and Janice Hahn also calls for creating an independent ethics commission and making the county CEO an elected position.

“Currently, the appointed CEO – appointed by the five supervisors – really reports to five bosses,” Hahn said. “We believe that an elected county executive responsible to the people will look at the county of Los Angeles as a whole and the decisions that need to be made that are best for the county, not necessarily just for one supervisor.”

The proposal also includes opening the county’s budget hearings to the public and establishing a permanent commission to review the county charter every 10 years.

Horvath said the reforms allow for “accountability and a check and balance on the process.” She added that the proposal wouldn’t come at any additional cost to taxpayers.

The reform package will be introduced on July 9. If approved, it would go before voters on the November ballot.
