    Carter County escapee appears in court, bond set at $1 million

    CARTER COUNTY, Tenn. (WJHL) — Billy Fletcher, an inmate who walked o f f a work detail and was later arrested in South Carolina , was arraigned on an escape charge in Carter County Monday.

    An affidavit stated that Fletcher, 43, walked away from his assigned work detail at the Carter County Detention Center’s car wash area on June 20.

    Questions remain around inmate Fletcher’s trusty status

    Fletcher was reportedly last seen that day just after 7 a.m. walking toward a building that stored landscaping equipment at the detention center.

    Fletcher remained at large until being arrested in South Carolina on July 4.

    Authorities previously stated Fletcher and missing man Victor Birchfield may have crossed paths .

    A judge set Fletcher’s bond at $1 million pending a preliminary and bond hearing that was scheduled for July 22.
