    Probation violation warrant leads to drug bust

    What started out as a warrant service for violation of probation turned into a significant drug bust at a residence on Cosby Cut Off Road on Saturday, July 6 with Cocke County Sheriff’s Office deputies also encountering a woman who claimed to be held against her will.

    According to an incident report filed by Lt. Zachary Magouirk, he and other deputies from the department went to 1206 Cosby Cut Off Road to serve the warrant on Andy Shepherd, 46, who had been known to reside in a building behind the main house.

    Deputies report they could hear activity in the building but nobody was coming to the door. Shepherd’s mother told deputies Shepherd did reside there and nobody else should be there.

    A decision was made to make entry into the building to serve the felony warrant and while breaching the door Shepherd opened it and was taken into custody.

    What deputies didn’t expect to find was a woman curled up on the floor, telling deputies, per the report, that “he would not let me leave.” Despite her statement, she refused to press charges.

    While inside, numerous items were reported to be observed by law enforcement, including “several syringes, glass pipes and small baggies in several places throughout the building along with a scale located on a small dresser at the foot of the bed.”

    After being advised of his rights, Shepherd was asked if there were narcotics located in the building and he stated “there is about an 8-ball in there,” as well as money in the building and he could show deputies where it was located. He reportedly admitted it all belonged to him.

    Shepherd led law enforcement into the building and pointed out a small container that had “mule” written on it containing a small baggie that contained suspected methamphetamine, two pills in a baggie suspected to be 15mg Oxycodone, two small baggies that contained 4.55 grams of suspected marijuana, six unopened suboxone strips and one suboxone strip in a small, plastic baggie.

    Additionally, $831 in currency in small bills was located under a mattress.

    A further search of the building found another small baggie of suspected methamphetamine and a large pack of small, clear baggies in a metal container on top of a miniature refrigerator. The combined weight of the suspected methamphetamine was approximately 3.6 grams. The cash was seized as there were indications Shepherd had been selling the narcotics.

    Shepherd was charged with possession of methamphetamine with intent to sale/deliver/manufacture, three charges of sale, delivery, manufacture or possession of drugs, unlawful drug paraphernalia and violation of probation.

    The Cocke County Sheriff’s Office advised bonds were set at $25,000 on the various drug related charges, but Shepherd was not given bond on the violation of probation.

    The report also notes that another person, Christopher Williams, 41, was found in a vehicle parked in the driveway of the residence and he also had a warrant for violation of probation. Williams was taken into custody.

    Both parties were transported to the Cocke County Jail Annex.
