Chaos Compromises Special Town Meeting
190 SHARON TPKE PETITION VOTE RESCHEDULED FOR JULY 23rd. Goshen’s Center School gymnasium was host to a hybrid special town meeting on Monday, June 17th. Over 300 town residents attended the meeting, with many having to park as far as the Saint Thomas Cemetery due to the lack of parking at Town Hall. The meeting had residents vote to authorize the Board of Selectmen to move STEAP funds designated for 190 Sharon Turnpike to 38 Torrington Road to construct a Public Works Storage Facility, to elect one member of the Board of Education of Regional School District #20 from Goshen for a term running from July 1st, 2024-June 30th, 2028, and to respond to a petition to either use the 190 Sharon Turnpike property as protected open space, for recreation, or to sell the property to another organization.

Board of Selectmen: Carusillo Opposes USA Hauling Trash Monopoly, Land Trust Gets Grants for Trails, BoE Vote Chaos Continues
TOWN MEETING JULY 23rd AT 8 PM TO VOTE ON 190 SHARON TPKE PETITION. First Selectman Todd Carusillo attended a Northwest Hills Coalition of Governments (COG) meeting wherein USA Hauling urged Northwest municipalities to opt out of a MIRA contract and instead sign a contract with them. “That would leave us with only one person controlling the whole area,” Carusillo explained. “I don’t think that’s a great idea because we won’t be able to control the tipping fees. I still believe the COG and all the 21 towns should own the [Torrington] transfer station.” Carusillo claimed that if the COG municipalities sign with USA Hauling, that the Torrington transfer station will close, its staff will lose their jobs, and local businesses will be pushed out from dumping trash at low rates. He further explained that tipping fee rates were supposed to go up to $188 per ton but Goshen and other COG municipalities are using $55 million in remediation from MIRA to lower tipping fee costs until the fund runs out. He hopes that when this fund runs out, residents will support Carusillo and the rest of the COG to take control of the Torrington transfer station. To reduce growth in trash costs Carusillo suggested the Recycling and Trash Committee contact Litchfield and Cornwall to possibly join them with food waste diversions.

Planning & Zoning Approves “Art Studio” Amendment to Regulations
The public hearing on a proposed amendment to Goshen’s Zoning Regulations Article 3, Section 3.3.2 and to add a new section 3.3.2.10 was continued from May’s Planning and Zoning Commission (PZC). This amendment would allow people to apply for special permit applications for art studios in town. After a brief reintroduction of the proposed amendment by Torrington Attorney Brian McCormick, PZC Secretary Cynthia Barrett read a letter from the Northwest Hills Council of Governments (NHCOG) in response to a referral request from the commission last week. “Referral comment by Rista Malanca, AICP, the Northest Hills Council of Governments Director of Community and Economic Development,” Barrett read. “...The Northwest Hills Council of Governments staff finds the proposed amendment does not have any apparent conflicts with the Northwest Hills Plan of Conservation and Development or any inter-municipal impacts.”

Board of Finance: Ballot Box Cameras & Library Window Repairs
Goshen’s Board of Finance unanimously approved the meeting minutes for May 29th. They then reviewed and received Tax Collector Rebecca Juchert-Derungs’ May 2024 report as well as financial reports submitted by Debbie Franklin for May 2024. Bob Valentine motioned to accept both reports. Both motions were unanimously approved. Town Treasurer Mathhew Sweet reported that Goshen is in the process of transferring the Town's retirement program from the John Hancock Life Insurance Company to the Nationwide Retirement Institute. According to Sweet, the new program will provide residents with better client service and investment selection for matching or lower costs. As a part of the switch, town employees may be charged a $500 closing and transfer fee. Sweet and Valentine recommended First Selectman Todd Carusillo used town funds from employee benefits or other areas to cover these costs.
